党的执政能力建设的重点是改革和完善党的领导体制和工作机制。党的十六届四中全会《中共中央关于加强党的执政能力建设的决定》指出，“加强党的执政能力建设，必须坚持以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导，全面贯彻党的基本路线、基本纲领、基本经验，以保持党同人民群众的血肉联系为核心，以建设高素质干部队伍为关键，以改革和完善党的领导体制和工作机制为重点，以加强党的基层组织和党员队伍建设为基础，努力体现时代性、把握规律性、富于创造性”。改革和完善党的领导体制和工作机制，其实质是执政体制问题（刘晓钟，2005：85）。对于党的执政能力建设来说，体制和机制建设更具根本性、全局性、稳定性和长期性。在实践中我们看到，党的组织结构和运作是否合理，党的体制、机制是否科学，极大地影响着整个党的执政能力，影响着党的执政功能的实现程度。体制和机制缺乏科学性，党的执政能力就体现不出来，就会妨碍党内资源的优化配置，降低执政效率，引发执政活动中不必要的扯皮和摩擦，从而加大执政的成本。因此，改革和完善党的领导体制和工作机制，这是加强党的执政能力建设的当务之急。
