领导水平和执政水平体现着中国共产党作为领导党和执政党“一身二任”的特性（杨艳春，2012：12）。十六大报告指出，要“加强党的执政能力建设，提高党的领导水平和执政水平”（十六大报告.via： http://www.ce.cn/ztpd/xwzt/guonei/2003/sljsanzh/szqhbj/t20031009_1763196.shtml）。中国共产党作为领导党和执政党“一身二任”的特性，决定了提高党的领导水平与执政能力，既有本质上的一致性，也具有很大的差异性。在社会主义国家，共产党是作为领导党和作为执政党的对立统一体。提高党的领导水平主要由中国共产党作为领导党的特性决定；提高党的执政能力主要由中国共产党作为执政党的特性决定（杨艳春，2012：12）。提高党的领导水平和执政水平，必须坚持马克思列宁主义、毛泽东思想、邓小平理论、三个代表重要思想和科学发展观的指导，必须坚持执政为民的根本宗旨，必须将发展作为执政兴国的第一要务，必须永葆党的先进性，不断改进和完善党的领导方式和工作方式（贺国强，2002：38）。根据现代民主政治发展规律，要不断改进和完善党的领导，提高其执政能力，就要健全党内分权机制、制约机制、监督机制，就要认清中国共产党既是领导党又是执政党的双重身分（杨艳春，2012：12）。
