领土完整是行使国家主权、维护国家安全的重要前提。领土完整包括领陆、领水、领空等地理方面的内容，国际法指出，国家领土是指受一国管辖的区域，是处于国家主权支配下的特定部分。领土是构成国家的众多要素中最基础的一个要素。世界上任何国家都必然有一定的领土，领土为国家行使主权提供空间，为生产居民和国家赖以生存和发展的物质财富提供空间。领土完整表示国家领土不能被侵占、肢解、分裂（宫力等，2014：141）。维护领土完整是国家主权的一个重要方面，如果国家对其国界之内或任何所宣称具有领属权的地区的全权统治受到侵犯，那么国家主权也就受到危害（吉尔伯特·罗兹曼，2014：51）。因而，领土完整是国家独立的重要标志，是国家主权、国家安全的重要组成部分。国际法早已确认国家领土的不可侵犯性。中国提出并被世界上绝大多数国家承认的和平共处五项原则将互相尊重主权和互相尊重领土完整两个原则列为第一项。当前，中国在维护国家领土完整这一核心利益时面临着严峻挑战（宫力等，2014：141）。
