食利者是指这样的人，他们拥有对资本的借贷权力，从而能依赖货币资本的利息收入生存。因此他们不同于依靠地租为生的地主，也不同于从生产或从投资的投机活动中获得经济利益的资本家。食利者，一般是债权所有者，不论是公共单位还是个人，他们定期地由于资金的债权而获得利息收入。食利者是伴随着货币形式的经济剩余的积累和国家长期金融放债支出而出现的。按照食利者的收入来源和性质可以将他们分为三类：（1）靠继承财产的终身食利者；（2）靠年金度过晚年的退休业务人员、寡妇等依赖性食利者；（3）公共团体食利者，这主要是二十世纪的产物，包括基金增款，团体社团等。他们从国家投资中获得收入且不依靠持续进行的生产活动，而是依靠现存财产关系的稳定。经济学界对食利者的看法主要反映在利息理论中。有人把食利者的消费看作是过去消费的延期，是过去节省的结果。他们将自己的一部分收入储存起来，从而能在以后的日子里取得利息收入。但更多的人认为食利者是一个消极的收入获得者，他们的收入既不是来自劳动，也不是来自生产性资本，因而被认为是社会寄生虫。食利者由于对劳动和资本收益的无用，从而抑制了经济的扩张，是资本积累的一大障碍。食利者由于出于对自身利益的保护，往往构成经济和社会变迁的阻碍因素。食利者的个人利益一般集中在币值的稳定上，经济停滞时，物价稳定，他们比较兴旺；而在经济高涨，物价上涨，会受到打击。食利者主张政府平衡预算，稳定币值，甚至不惜付出经济低增长的代价，因为食利者的幸福是靠固定的财产关系，神圣的债权和稳定的币值（刘伟，1994：564）。
