定义

法治国家或法治国(Rechtsstaat)是德语中最先使用的一个概念。早期的法治国是指中世纪欧洲的某种国家形式，尤其是德意志帝国，当时被认为是“和平与法律秩序的守卫者”现代意义上的法治国家，是德国资产阶级宪政运用的晨雾，其基本含义是国家权力，特别是行政权力必须依照法律行使，所以，法治国家有时又称法治政府。（法治国家.via: http://baike.so.com/doc/1156676-1223542.html）
