所谓总揽全局，就是各级党委要把主要精力放在抓方向、议大事、管全局上，集中精力抓好带有全局性、战略性、根本性和前瞻性的重大问题，把握政治方向，决定重大事项，安排重要人事任免，抓好思想政治工作，维护社会政治稳定，有效地实施党在各个领域的政治、思想、组织的领导（总揽全局.via：http://baike.baidu.com/item/%E6%80%BB%E6%8F%BD%E5%85%A8%E5%B1%80）。总揽全局是马克思主义把握社会矛盾总体的一种科学方法论，即必须清醒地分析每一历史时期社会矛盾的全局，善于抓住和集中力量解决主要矛盾，带动其他社会矛盾的解决，完成无产阶级政党的历史任务（金炳华，2003：863）。总揽全局、协调各方既是党的领导的重要原则，也是坚持民主集中制的一项重要原则，是总结历史经验得出的科学结论（《新形势下改进党的作风十讲》编写组，2013：73）。“因为懂得了全局性的东西，就更会使用局部性的东西，因为局部性的东西是隶属于全局性的东西的”（毛泽东，1991：175）。总揽全局是由我们党的执政地位所决定的，不断提高总揽全局的能力，是全面建成小康社会的要求。什么是总揽全局，怎样才能做到总揽全局呢？所谓总揽全局，对于整个党来说，包括这样一些含义；首先是管党的，管方向的。其次是党要“协调各方”（《习近平总书记系列讲话精神学习读本》编写组，2014：200）。党章规定：“党必须按照总揽全局、协调各方的原则，在同级各种组织中发挥领导核心作用。”不断提高总揽全局的能力，统筹协调好各方面的工作，是党的执政能力建设的重要方面。总揽全局，具体而言，一方面，党必须集中精力领导经济建设，组织、协调各方面的力量，同心协力，围绕经济建设开展工作，促进经济社会全面发展。另一方面，党必须实行民主、科学的决策，制定和执行正确的路线、方针、政策，做好党的组织工作和宣传教育工作，发挥全体党员的先锋模范作用（丁俊萍，2014：33）。
