中共委员会总书记由中央委员会全体会议选举产生，总书记必须是中央政治局常务委员会委员。中央委员会总书记负责召集中央政治局会议和中央政治局常务委员会会议，并主持中央书记处的工作。总书记是中共中央主要负责人的称谓，是中国共产党的最高领导职位。一大时称为“书记”，二大、三大时称为“委员长”，四大至六大时称“总书记”，七大至十一大称“主席”，十二大又改称“总书记”。中共中央历任主要负责人为：陈独秀、向忠发、王明、博古、张闻天、毛泽东、华国锋、胡耀邦、赵紫阳、江泽民、胡锦涛、习近平（王育民等，1991：671）。总书记或称第一书记，正式名称多为中央委员会总书记或中央委员会第一书记，一般是政党最高负责人的称谓。“总书记”英文翻译为“General Secretary”，而“General Secretary”于非政党机构通常译为“秘书长”，但为了与政党职务区分多称“Secretary-general”。在中国共产党，中国共产党中央委员会总书记是1982年中共十二大到至今执政党主要负责人的职称。日本、北朝鲜和越南一般称为“书记长”或“总秘书”。越南共产党、老挝人民革命党人等社会主义政党都以总书记为最高领导人。有些时候，政党本身可能同时设有党主席、委员长等党首职务，此时的总书记更多扮演的是秘书长的角色。例如中国共产党在1956年（八大）到1966年和1980年到1982年期间，中国共产党中央委员会同时设有主席、副主席和总书记的职务。以总书记为负责人主要是为突出党内的合议制和集体领导。在共产党领导的社会主义国家多数为一党制的国家，所以总书记一般也相当于这些实际上的国家最高领导人（总书记.via：
