2004年11月7日，中共中央下发的《关于在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动的意见》，明确了保持共产党员先进性教育活动的指导原则（奚洁人，2007：380）。该指导原则主要包括五个方面：一是坚持理论联系实际，务求实效的原则。这里所说的理论联系实际，就是指用“三个代表”重要思想武装党员干部的头脑，指导实际工作，努力做到“学以致用、用以促学、边学边改、学用相长”；二是坚持正面教育为主，认真开展批评和自我批评的原则。这里所说的正面教育为主，就是指要通过宣传先进典型和弘扬正气来激励党员。通过关心爱护和解决实际困难来帮助党员，从而引导他们自觉地查找自身存在的问题，自觉地开展批评与自我批评。并且在深刻认识问题的基础上自觉地解决问题，自觉地加强党性锻炼和发挥先锋模范作用；三是坚持发扬党内民主，走群众路线的原则。发扬党内民主，首先要尊重党员的民主权利。同时还要运用民主方法来调动党员参加先进性教育活动的积极性。走群众路线，就要坚持从群众中来到群众中去，善于广泛听取群众的意见；四是坚持领导干部带头，发挥表率作用。这里所说的领导干部带头，是指从中央到地方的各级领导干部，都要以普通党员的身份带头参加学习，带头查找问题，带头制定和落实整改措施；五是坚持区别情况，分类指导。要根据党政机关，城市基层和农村等不同领域、不同行业党员的实际情况，有针对性地提出保持党员先进性的具体要求。这五项原则有效地保证了保持共产党员先进性教育活动的顺利进行（全国思想政治工作科学专业委员会课题研究二组，2005：20）。
