1994年开始的财税体制改革确立了我国社会主义市场经济的制度框架，其中的分税制改革对划分政府间财政关系具有革命性影响，但它更多关注的是分税、分财，对政府和市场、社会之间的职能分工并不明确，对各级政府间的职责和支出责任也只是进行了粗略的划分（刘红灿，2014：I）。党的十八届三中全会通过了《中共中央关于全面深化改革若干重大问题的决定》，指出要“建立事权和支出责任相适应的制度”，明确将改进事权和支出责任划分作为政府改革任务。
“与地方事权和支出责任划分”指的是中央政府和地方政府间进行事权和支出责任上的划分。通常所说的事权即指各级政府的职能和责任，它强调的是政府与市场、社会的分工，即哪些事情应该由政府负责，政府在公共物品供给中的职责和权限。明确事权是为了对政府履职的情况进行问责，以提高公共物品供给的效率。支出责任是财政为政府履行整体职责所需要的资金支持，支出责任与事权相匹配,就是要通过财政资金保障政府提供公共物品的需要（刘红灿，2014：I）。我国多年的封建历史中只有中央财政而无地方财政，目前进行的财政分权制度是不健全的。如缺乏政府间财政关系法、财政分权与行政集权并存、缺乏对分权的争议协调机制等。因此，在政府间事权划分中，地方政府支出责任过重、与财权不匹配,大量通过转移支付来均衡财力（刘红灿，2014:I）。只有在确立事权划分依据以及事权得以保障的相应财权的基础上，深入考察中央政府与地方政府事权的各自内涵及特点，才能进而划分中央政府与地方政府各自的事权。（白晓峰，2015：25）建立合理的中央与地方政府的事权和支出责任划分是政府改革的重要方面，有利于政府更好地运行，更公平地提供公共产品和公共服务，服务人民大众。
