以经济建设为中心是指把社会主义现代化经济建设放在党和国家全部工作的中心位置上，把发展生产力作为根本任务。这也是十一届三中全会以来党和国家工作重点的战略转变。党的十三大报告明确提出，“党在社会主义初级阶段的基本路线，即领导和团结全国各族人民，以经济建设为中心，坚持四项基本原则，坚持改革开放，自力更生，艰苦创业，为把我国建设成为富强、民主、文明的社会主义现代化国家而奋斗。这里出现了完整的“以经济建设为中心”的表述。随后历次党的代表大会报告中，都重申和坚持‘一个中心、两个基本点’的基本路线。”（陶文昭，2011: 15）党的十三大把“以经济建设为中心，坚持两个基本点”作为党在社会主义初级阶段的基本路线的主要内容。坚持以经济建设为中心，是社会主义初级阶段的基本特征和主要矛盾决定的。我们国家要经历一个很长的社会主义初级阶段。这个阶段的基本特征，是在现代工业有一定发展而且比较集中的条件下，已经确立了社会主义基本经济制度和政治制度，确立了马克思主义在意识形态领域的指导地位；然而它的物质基础远不是巩固和充分的，受此所制约，社会主义生产关系和上层建筑在许多方面还是不完善和不成熟的。这个阶段面临的主要矛盾，已经不是阶段斗争，而是人民日益增长的物质文化需要同落后的社会生产力之间的矛盾。由此决定了社会主义初级阶段的根本任务，就是要以经济建设为中心，发展社会生产力，实现其他许多国家在资本主义条件下实现的工业化和生产的商品化、社会化、现代化，最终实现共产主义。因此，必须牢牢地把握住经济建设这个中心，专心致志进行社会主义现代化建设，集中力量发展生产力。
