即一切以人为主体、以人为目的、以人作为出发点和归宿。中国共产党以人为本思想的具体含义包括：以实现人的全面发展为目标，从人民的根本利益出发谋发展、促发展，不断满足人民群众日益增长的文化生活需要，切实保障人民群众的经济、政治和文化权益，让发展的成果惠及全体人民。坚持“以人为本”就是要以实现人的全面发展为目标，从人民群众的根本利益出发谋发展、促发展，不断满足人民群众日益增长的物质文化需要，切实保障人民群众的经济、政治和文化权益，让发展的成果惠及全体人民。坚持“以人为本”还“是要在经济发展的基础上，不断提高人民群众物质文化生活水平就是要尊重和保障人权，包括公民的政治、经济、文化权利就是要不断提高人们的思想道德素质、科学文化素质和健康素质就是要创造人民平等发展、充分发挥聪明才智的社会环境……当前工作中的一个重要方面，是着力解决关系人民群众切身利益的突出问题”（刘小容，2005: 21）。在2001年9月颁布的《公民道德建设实施纲要》中明确提出：“我国公民道德建设的指导思想是：以马克思列宁主义、毛泽东思想、邓小平理论为指导，全面贯彻江泽民同志‘三个代表’重要思想，坚持党的基本路线、基本纲领，重在建设，以人为本，在全民族牢固树立建设有中国特色社会主义的共同理想和正确的世界观、人生观和价值观。”中共十六大报告进一步贯穿着以人为本的思想。中共十六届三中全会又把“以人为本”作为科学发展观的首要内容加以总结概括。
