定义

社会保障体系（又作社会保障制度），是指国家通过立法对公民在年老、患病、失业、意外事故等情况下获得物质帮助权利制定的社会保险、救助、补贴等一系列制度的总称。“社会保障制度是政府为了促进经济发展，维护社会稳定和保证社会公平而建立的一种福利制度”（郭凯明等，2012：78）。社会保险、社会救济、社会福利、公共医疗卫生保健等内容的社会保障制度构成整个社会保障体系。社会保障体系作为现代国家社会经济制度的作用之一，作用主要是保障全社会成员基本生存与生活需要，尤其是保障公民在年老、疾病、伤残、失业、生育、死亡、遭遇灾害、面临生活困难时的特殊需要。国家通常通过国民收入分配和再分配来维持社会保障体系运行。现代国家必须制定社会保障法律规范，保证社会保障制度真正得到贯彻实施（社会保障体系.via: http://baike.baidu.com/view/626776.htm）。“政务院于1951年2月26日公布实行《中华人民共和国劳动保险条例》，1953年1月2日政务院发布《关于中华人民共和国劳动保险条例若干修正的决定》，同时公布修正后的《中华人民共和国劳动保险条例》，1953年1月26日劳动部也公布了《中华人民共和国劳动保险条例实施细则修正草案》，从而建立起企业职工社会保险制度。国家机关工作人员社会保险制度则通过颁布单项法规的形式逐步建立起来。对于社会保障制度中的社会救济、社会福利、公共医疗卫生保健等，国家也颁布过一些单行法规”（王益英，1997：305）。随着经济发展、社会主义制度的完善，社会保障制度也不断完善和发展，社会保障体系的发展对保障劳动者生活，促进社会生产发展起着尤为重要的作用。
