保持共产党员的先进性教育是中国共产党在新的历史条件下用发展着的马克思主义武装全党的一项重大举措，是加强党的执政能力建设和先进性建设的一次成功实践。2004年11月，中共中央发布《关于在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动的意见》，决定从2005年1月开始，用一年半左右的时间，分3批在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动。这一举措取得了显著成就，提高了广大共产党员在建设中国特色社会主义的伟大实践中发挥先锋模范作用的意识和能力。该意见指出，“在新的历史条件下，继续保持党的先进性，关系党执政能力的提高和执政地位的巩固，关系党和人民事业的兴旺发达和国家的长治久安”，而党的先进性要通过党员的先锋模范作用来体现。开展共产党员的先进性教育活动，要以邓小平理论和“三个代表”重要思想为指导，贯彻党的十六大和十六届三中、四中全会精神，树立和落实科学发展观。提高党员素质，加强基层组织，服务人民群众，促进各项工作是开展共产党员的先进性教育活动的四大目标要求；是否解决了群众反映强烈的突出问题和群众是否满意是衡量先进性教育活动成效的重要标准。此外，开展保持共产党员的先进性教育活动要坚持五大指导原则：一是坚持理论联系实际，务求实效；二是坚持正面教育为主，认真开展批评和自我批评；三是坚持发扬党内民主，走群众路线；四是坚持领导干部带头，发挥表率作用；五是坚持区别情况，分类指导。这五项原则有效地保证了保持共产党员先进性教育活动的顺利进行（刘海藩，2004：1870-1875）。坚持经常性教育与适当的集中教育相结合，是我们党解决自身存在问题、加强自身建设的一条重要经验。
