定义

“保险”一词是从英文“assurance”和“insurance”翻译而来，最初的意思是“Safeguard against loss in return for regular payment”，即以经常性地缴纳一定费用（保费）为代价来换取在遭受损失时获得补偿。从历史发展来看，现代保险是工业革命和社会大生产的产物，是人类处置、管理风险的制度创新。国外保险制度的萌芽始于中世纪晚期的互助共济组织，在经历了工业革命和科技革命后获得长足发展。中世纪晚期，类似于罗马“格雷基亚”的互助共济组织和行会在意、英、法、德、希腊等国家和地区不断涌现，其具有现代保险的互助共济性质而成为现代保险的萌芽。11世纪中叶，地中海海上贸易的繁荣催生了海上保险，成为现代保险的雏形。随着贸易中心向北大西洋沿岸的转移，英国在17世纪涌现了大量的个人保险组织和以保险经纪人为代表的中介组织，推动了英国保险市场的发展，保险制度也随着殖民扩张在北美新大陆落地开花。二战尤其是第三次科技革命后，西方发达国家由工业化阶段过渡到后工业化的服务经济、信息经济时代，新的经济发展模式和社会制度结构的变化，尤其是经济全球化、金融混业经营、金融创新等都推动了保险制度进一步发展和变迁。我国的保险制度是伴随西方列强的入侵而进入中国的，但经过一百多年的曲折发展和历史演进，已嵌入了我国社会经济制度安排之中，成为现有社会经济整体制度安排的重要一环。国家与产权是保险制度的核心，是保险制度变迁的重要内容及未来创新的关键，因而保险制度创新也应着眼于产权制度和（国家）监管制度的创新。国家在保险制度变迁中的基本职能一是界定产权制度，提供保险业竞争和合作的基本博弈规则；二是在基本规则的框架内，提高保险业的资源配置效率和产出绩效。我国当前保险制度变革要进一步推动保险产权制度创新；加强重构保险公司的公司治理机制和治理结构；转变保险监管理念，创新监管制度，改革监管模式，构建完善的监管体系（黄英君等，2007：53-60）。
