“信息网络”是指以互联网为主要代表、基于现代信息与通信技术的，用于传递交流,并能加工处理信息的各种电子通信网络。“信息网络化”是指在各行各业推广应用信息与通讯技术，“是指基于现代通信技术,使得信息数据可以高速度、大批量、低成本地加工、处理、传递、存储、交流，从而使人们足不出户就能遍览全球。信息网络化大大地提高了社会生产力的发展水平。现在信息网络主要有计算机网、通信网、有线电视网三大主要网络。”（范尚华，2004：54）至20世纪末，互联网已联结世界上240多个国家和地区，全球的网民达到2.6亿多人，网络化对人类的社会生产、生活以及管理产生了重要的影响。信息网络化的特征是开放性、参与性、交互性、平等性、虚拟性、超越性、经济性、普及型以及革命性。目前，信息网络化的应用领域有：与社会政治相结合的电子政务、与现代控制技术相结合的控制技术网络化和远程支持、与现代教育相结合的网络教育、与大众传媒相结合的在线媒体（信息）服务等。全球信息网络化的趋势主要表现在三网融合、远程教育、企业网络化管理、家庭网络化办公。
