是中国共产党性质的体现，中国共产党人的根本立场和宗旨，也是共产党员的基本条件之一。《中国共产党章程》中指出了全心全意为人民服务的内涵：第一，“党除了工人阶级和最广大人民群众的利益，没有自己特殊的利益”（人民出版社，2012：19）；第二“党在任何时候都把群众利益放在第一位，同群众同甘共苦，保持最密切的联系，坚持权为民所用、情为民所系、利为民所谋，不允许任何党员脱离群众，凌驾于群众之上”（人民出版社，2012：19）。中国共产党的根本宗旨所涵盖的思想内容包括：第一，它指出党服务的范围是“人民”，强调是为“最广大人民群众的根本利益”服务而不是为少数人。第二，它指出党服务人民的基本要求。党服务人民要做到“完全”、“彻底”、“全心全意”而不是半心半意；第三，它指出党服务的目的是为人民谋利益；第四，坚持密切联系人民群众、相信人民群众、尊重人民群众、依靠人民群众的群众路线。毛泽东在《为人民服务》中指出：“我们的共产党和共产党所领导的八路军、新四军，是革命的队伍。我们这个队伍完全是为着解放人民的，是彻底地为人民的利益工作的”（毛泽东，1991：1004）。1956年，邓小平在《马列主义要与中国的实际情况相结合》中指出：“中国共产党员的含意或任务，如果用概括的语言来说，只有两句话：全心全意为人民服务，一切以人民利益作为每一个党员的最高准绳”（邓小平，1994：257）。江泽民指出，中国共产党想问题，办事情的出发点和落脚点，始终要考虑人民群众的根本利益。胡锦涛强调：“我们必须始终把人民利益放在第一位，把实现好、维护好、发展好最广大人民的根本利益作为一切工作的出发点和落脚点，做到权为民所用、情为民所系、利为民所谋，使我们的工作获得最广泛最可靠最牢固的群众基础和力量源泉”（胡锦涛，2013：441）。习近平总书记指出：“始终坚持全心全意为人民服务的根本宗旨，是我们党始终得到人民拥护和爱戴的根本原因，对于充分发挥党密切联系群众的优势至关重要。我们任何时候都必须把人民利益放在第一位，把实现好、维护好、发展好最广大人民根本利益作为一切工作的出发点和落脚点”（习近平，2012：7）。中国共产党必须坚持全心全意为人民服务的根本宗旨，这是由是中国共产党的性质、中国共产党的历史唯物主义世界观和中国共产党的伟大历史使命决定的，是中国共产党取得革命和建设事业胜利的根本保证，是新时期中国共产党执政的内在要求。
