工农民主专政（democratic dictatorship of workers and peasants），是指无产阶级联合农民反对阶级实行的革命民主专政。它的任务是实现无产阶级领导下的资产阶级民主革命，然后过渡到社会主义革命。俄国工人阶级的政党（布尔什维克党）在俄国资产阶级民主革命时期（1905—1917年2月），提出无产阶级联合全体农民，推翻沙皇制度和地主政权，建立无产阶级和农民革命民主专政作为领导革命的战略口号，1917年2月建立了第一个工农民主专政的政权——工兵代表苏维埃。中国土地革命战争时期也曾建立过工人阶级领导的，有农民和城市小资产阶级参加的工农民主专政（via: http://dict.youdao.com/w/eng/%E5%B7%A5%E5%86%9C%E6%B0%91%E4%B8%BB%E4%B8%93%E6%94%BF/）。总体来说，工农民主专政是工人阶级领导的以资产阶级民主革命为目的的政权。1917年2月俄国建立了世界上第一个工农民主专政。在中国，1927年大革命失败后，在井冈山等农村革命根据地建立了工农民主专政（巢峰，1993：280）。
