大卫·李嘉图（1772—1823）英国古典政治经济学的主要代表之一。李嘉图1772年4月18日生于犹太人家庭，父亲为证券交易所经纪人。他12岁到荷兰商业学校学习，14岁随父从事证券交易，1793年独立开展证券交易活动。1799年李嘉图受亚当斯密《国富论》一书的影响，开始研究经济问题，其研究的领域主要包括货币和价格，对税收问题也有一定的研究。李嘉图的主要经济学代表作是1817年完成的《政治经济学及赋税原理》，书中阐述了他的税收理论。1819年他曾被选为上院议员，极力主张议会改革，支持自由贸易。李嘉图继承并发展了斯密的自由主义经济理论。他认为限制政府的活动范围、减轻税收负担是增长经济的最好办法。收入分配理论是李嘉图经济理论的核心，李嘉图明确指出，商品的价值可以分解为两个部分：工资和利润，二者之间是此跌彼涨的对立关系。首先李嘉图把劳动的价格区分为自然价格（价值）和市场价格，认为劳动的市场价格围绕其自然价格上下波动。李嘉图指出，由于工人“道德的沦丧”，长期内工人只能得到维持必要生活资料的最低工资。接着，他指出长期内利润具有下降的趋势，但这一趋势是有限的，即达到这样一种稳定状态：剩余产品足以合理分配给因食物生产的限制而达到最高点的每个人（汪海滨，2012：22）。同时，在国际贸易方面，李嘉图提出了比较优势理论。他认为一个国家生产某种产品的成本相对于别国较低，则该国在这种产品的生产上就具有比较优势，如果每个国家专门生产并出口自己具有比较优势的产品，这样的国际贸易可使世界生产效率提高，并使各个国家都受益（周玉乐，2011：51）。
