定义

基本国策指一个国家基本国情决定的某类具有全局性、长期性、战略性意义的问题的系统对策。一般而言，某方面的政策应该满足以下三个标准才可能成为基本国策:第一，基本国策应是基本国情决定的某类具有全局性、长期性、战略性意义的问题的系统对策，具有高层次、长时效、广范围、跨部门等特点。第二，基本国策并非笼统的宏观指导原则或政策取向，而应针对某类在经济发展中容易被忽视的基本国情，并和国家的基本发展理念与时俱进，能更全面地反映发展质量。第三，基本国策之间应该是平等的，不应再有包含关系或指导关系。有些政策取向，例如坚持四项基本原则是我国的立国之本，事关国家政体，是我国治国的基本原则，也是指导基本国策实施的原则，所以一般不再单独列为基本国策（苏杨，尹德挺，2008：5-6）。基本国策是国家赖以生存发展的基本准则和保障，尤其我们国家，处在发展迅速时期，更应该加强国策的重要性，以便给广大民众提供一个良好的生存发展环境，来帮助国家整体发展和国家昌盛。我国现有七个基本国策：计划生育，保护环境，对外开放，节约资源（保护资源），十分珍惜、合理利用每一寸土地和切实保护耕地，男女平等、水土保持。
