定义

社会主义市场经济是同社会主义基本制度结合在一起的市场经济，是使市场在社会主义国家宏观调控下对资源配置起基础性作用的经济体制。它使经济活动遵循价值规律的要求，适应供求关系的变化，通过价格杠杆和竞争机制，把资源配置到效益最好的环节中去，并使企业实行优胜劣汰，运用市场对各种经济信号反应灵敏的特点，促进生产和需求的及时协调。1979年邓小平针对长期存在的姓“资”姓“社”的争论，指出社会主义和市场经济之间不存在根本矛盾，问题是用什么方法才能更有力地发展社会生产力，过去一直搞计划经济，但多年的实践证明，在某种意义上说，只搞计划经济会束缚生产力的发展。把计划经济和市场经济结合起来，就更能解放生产力，加速经济的发展。中共十四大正式提出，要把建立社会主义市场经济体制作为我国经济体制改革的目标。社会主义市场经济具有市场经济的一般共性，主要是：承认个人和企业等市场主体的独立性，它们自主地做出经济决策，独立地承担经济风险，建立具有竞争性的市场体系，由市场形成价格，保证各种商品和生产要素的自由流通，由市场对资源配置起基础的作用，建立起有效的宏观经济调控机制，对市场进行导向和监控，弥补市场本身的弱点和不足，建立完备的经济法规，保证经济运行的法制化，遵守国际经济交往中同行的规则和惯例。但是社会主义市场经济也具有特殊性。主要是：从经济上说，是以公有制为主体，各种经济同时并存、共同发展，这就还需要进一步转换国有企业的经营机制，建立适应市场经济要求的，产权明晰、权责明确、政企分开、管理科学的现代企业制度；从政治上说，是坚持共产党的领导，坚持社会主义发展方向；从意识形态上说，它是与社会主义精神文明相联系的。这种市场经济的目的，是促进生产力发展，提高经济效益，实现我国的社会主义现代化，实现全体人民的共同富裕。在强化市场机制作用的同时，社会主义市场经济内在地要求加强和改善国家对经济的宏观调控。中共十六届三中全会审议通过的《中共中央关于完善社会主义市场经济体制若干问题的决议》，要求坚持以人为本，树立全面、协调、可持续的发展观，促进经济社会和人的全面发展（社会主义市场经济.via：http://cpc.people.com.cn/GB/134999/135000/8103183.html?yhs）。
