定义

从狭义上说，城中村是指农村村落在城市化进程中，由于全部或大部分耕地被征用，农民转为居民后仍在原村落居住而演变成的居民区，亦称为“都市里的村庄”。从广义上说，城中村是指在城市高速发展的进程中，滞后于时代发展步伐、游离于现代城市管理之外、生活水平低下的居民区。“城中村的实质是一种农村社区实行的是农村典型的集体管理体制”（敬东，1999：11），城中村在物质形态构成和生活结构方面已经明显非农化，原住民在城中村居住者中只占很小比例，城中村的居住主体是城市外来流动人口。城中村具有以下几方面特征：“一是空间形态和内部功能与周围城市环境格格不入；二是人口特征极为混杂，既居住着大量从事非农职业的农民，又集聚着大量外来流动人口；三是经济实力主要依靠非正规经济维系，包括村集体和村民违规出租土地及房屋，以及村内各类非正规经营项目；四是城中村社会特征十分复杂，丰裕的物质生活与落后的价值观念和管理体制形成强烈的反差”（仝德等，2009：30）。城中村的存在，一方面为城市流动人口提供廉价的租住房，降低城市准入门槛；另一方面又会对城市规划和管理带来难题。城中村的转型改造，应寻求政府、开发商、村民之间的利益平衡点，在城中村的改造中，促进城市的良性发展。
