十二五规划中提出：“完善城市化布局和形态。按照统筹规划、合理布局、完善功能、以大带小的原则，遵循城市发展客观规律，以大城为依托，以中小城市为重点，逐步形成辐射作用大的城市群，促进大中小城市和小城镇协调发展。科学规划城市群内各城市功能定位和产业布局，缓解特大城市中心城区压力，强化中小城市产业功能，增强小城镇公共服务和居住功能，推进大中小城市交通、通信、供电、供排水等基础设施一体化建设和网络化发展。”（孙思，2013：1）
“布局”主要是指“对事物作总体的规划安排”。布局这个概念与城市相结合最开始见于“城市布局”。张化学曾对城市布局下过一个概念，他认为城市布局的核心是城市用地的功能组织。《资本主义大辞典》给出的定义是指“城市建成区的平面形状以及内部功能结构和道路系统的结构和形态”，城市布局在这里通常指城市内部结构的布局，不能完整的表达出城市化进程中城市内部以及城市之间的结构变化。“城市化布局”见于十二五规划纲要。城市化的一个重要反映就是区域空间结构的变化和空间形态的变化。本文中“城市化布局”是指在城市化过程中，空间布局所反映的一种形态，主要包括结构、层次以及功能分配三个方面。（孙思，2013：16）
国内外学者对城市形态的内涵给出了不同的解释。最经典的城市形态概念是波恩（Bourne）用系统理论的观点所描述的概念。他认为，城市形态是整个城市系统的三个核心概念之一，是指城市各要素（包括物质设施、社会群体、经济活动和公众结构）的空间分布模式。顾朝林等认为城市形态是特定社会的各种经济、文化因素作用在城市地域上的空间反映，是城市地理学研究的主要内容之一。城市形态一般有以下几个特征：1、内延与外延的统一 ；2、物质与精神的统一； 3、静态与动态的统一； 4、主观与客观的统一。（孙思，2013：17）
