城镇登记失业率指在就业服务机构登记的城镇失业人数与城镇在业人数加城镇失业人数之比。“获取失业人数数据的办法一般有两种：第一种是通过定期的抽样调查法，估算失业人口；第二种是通过失业者在劳动行政主管部门申报的数据整理而来”（苑茜，2000：766）。中国的失业率数据获得采用的是第二种办法，即由劳动行政主管部门及统计部门根据登记在册的、要求就业但还未找到工作的人数统计出来的。城镇登记失业率有中国特有的失业统计指标。中国劳动部1995年9月制定并颁布实施的《就业登记规定》规定了在法定劳动年龄内、有劳动能力和就业要求的城镇失业人员应进行失业登记，领取失业证，凭失业证享受就业服务、办理就业手续等。由于申报登记者可以获得失业救济金及就业信息等好处，大多数失业人员愿意进行登记。城镇登记失业人员就是指有非农业户口，在一定的劳动年龄内（16岁以上及男50岁以下、女45岁以下），有劳动能力、无业而要求就业，并在当地就业服务机构进行求职登记的人员。“中国1994、1995年城镇登记失业率分别为2.8%、2.9%。显然,城镇登记失业率会小于实际失业率，因为其中不包括国有企业下岗职工、农民转移进城但未找到工作而滞留的失业者，此外也没有考虑那些失去了工作及隐性失业人员由于种种原因还未去劳动行政管理部门去申报登记的部分。另外也可能把那些不愿工作但为了获得失业救济金的申报人统计进来了”（苑茜，2000：766）。
