我国目前正处在一个新的历史转折时期，在经历三十余年以经济建设为中心的高速发展后，城乡社区伴随着单位制改革、城市化进程、人口的大量流动等已经发生了巨大的变化，也由此产生了不少的矛盾和问题，这就要求进行社区建设。目前政府主导的自上而下的社区建设虽然取得不小的成就，但是仍然未能突破计划经济时期遗留下来的某些体制和思维的限制，面临诸多的困惑，需要继续深化改革才能解决这些问题，这正是未来社区建设要解决的主要任务。社区建设将是一个长期而艰巨的过程，其最终方向是致力于将城乡社区转变为具有自组织能力的，能够自我聚合、融合、包容的“有机”的社区，成为现代社会的基层社会生活共同体，成为和谐社会的基石。只有每一个城乡基层社区都是和谐的，整个社会的和谐才能实现。建设起多元化的、充满生机的、以群众自我管理为主的新型社区，是中国社会现代化的一项重要内容（陆学艺，2013：111）。当前，我国城乡社区建设面临的主要困惑有：自治组织行政化色彩严重；社区服务供需之间不对接；大多数居民社区参与不足；外来人口社区融入与融合难；社区规模过大或过小导致管理难（陆学艺，2013：129）。
