定义

知识产权强国是指在知识产权国际竞争中具有强大知识产权实力的国家，具有知识产权综合能力强、知识产权制度优越、知识产权环境优良、知识产权绩效显著、知识产权国际影响力大等主要特征，并以知识产权能力、知识产权绩效、知识产权环境为基础构建知识产权强国的评价指标体系。知识产权强国是国家知识产权战略发展的一个更高阶段和更高目标，是我国实现大国崛起的必经之路，是实现经济发展方式转变，建设创新型国家，提升我国国际竞争力的必经途径，是知识产权事业发展的必然选择（知识产权强国研究课题组，2015：3）。
2015年12月18日，国务院印发《关于新形势下加快知识产权强国建设的若干意见》，全面开启我国知识产权强国建设的新时代。知识产权强国，是指在知识产权领域具有较强综合实力的国家，不仅应该拥有大量具有市场控制力的知识产权，而且可以有效维护自身的知识产权利益、主导知识产权国际规则的制定（张鹏，2016：6）。
