定义

工人不愿意接受现行工资水平而引起的失业。这个概念由英国经济学家A·庇古提出，并被凯恩斯所引用。凯恩斯认为，一个劳动单位，由于立法或社会的诸实践，或集体议定工资联合，或对变化的反应慢、或不过人类的顽固性的结，拒绝接受或不能接受与它的边际劳动生产物的价值相当的报酬所引起的失业就是自愿失业。这种失业既不是由劳动市场的不完全性所引起，也不是由需要不足所引起，它属于正常的失业。它的存在与充分就业并不矛盾。（胡代光等，1996:141）
