博鳌亚洲论坛是一个非政府、非营利、定期、定址、开放性的国际会议组织。博鳌亚洲论坛由菲律宾前总统拉莫斯、澳大利亚前总理霍克及日本前首相细川护熙于1998年发起，并于2001年2月27日在中国海南博鳌正式宣告成立。从2002年开始，每年定期在论坛总部博鳌召开年会。论坛的最高执行机构为理事会，由会员大会选举产生；咨询委员会由发起国前政要、专家、企业界和学术界人士组成；研究院是论坛重要的智力支持机构；秘书处是论坛的常设执行机构，负责具体开展论坛的各项活动。博鳌亚洲论坛是亚洲以及其他大洲有关国家政府、工商界和学术界领袖就亚洲以及全球重要事务进行对话的高层次平台。博鳌亚洲论坛的宗旨是“立足亚洲，面向世界，促进和深化本地区内和本地区与世界其他地区间的经济交流、协调与合作。为政府、企业及专家学者等提供一个共商经济、社会、环境及其他相关问题的高层对话平台。通过论坛与政界、商界及学术界建立的工作网络为会员与会员之间、会员与非会员之间日益扩大的经济合作提供服务”。博鳌亚洲论坛总部选在中国海南博鳌，这是亚洲地区的一些前领导人向中国领导人提出的建议。他们认为，海南作为中国最大的经济特区，是中国深化与国际社会联系的实验区。海南省以建设生态省为目标，说明它当前和未来的发展重点是生态产业，这是亚洲和国际社会都看重的领域，符合世界经济发展潮流。博鳌是一个专门为论坛设计的集生态、休闲、旅游、智能和会展服务于一体的综合功能区，拥有十分宜人的自然地理环境。1999年10月，胡锦涛在会见论坛发起人时表示，将为论坛的创建提供支持与合作。海南省政府已为论坛的创建提供了多方面的实际支持，并承诺继续为论坛的创建和运作提供高效、优质的服务（论坛简介.via：http://www.boaoforum.org/gylt/index.jhtml）。
