定义

对于创新型科技人才的理解，国内外专家学者从不同的角度给出了定义，但到目前为止仍没有达成概念层面的共识。国外对“创新型人才”的理解比我国要宽泛一些，他们大都是在强调人的个性综合发展的同时突出创新动机和创新潜力的培养。强调创新型人才是在情感、智力等方面全面发展的人，应是具有独立思考能力、分析能力、批评能力和解决问题的能力高度发展的人才。美国《创新杂志》从工业创新的角度，提出“创新型人才是指能够孕育出新观念，并能将其付诸实施，取得新成果的人”。可以说，世界主要发达国家注重从心理学角度强调创造性思维和创造性人格的特点已有很长的历史，但近年来更加突出。
我国学者对于创新人才或创造型人才的认识也大多是从创新意识、创新精神、创新能力等角度来阐释的。虽然也有个别学者的定义和解释涉及到了基础理论知识、个性品质和情感等因素，但并没有形成主流。2006年胡锦涛总书记在两院院士会议上的讲话中指出，“创新型科技人才是新知识的创造者、新技术的发明者、新学科的创建者，是科技新突破、发展新途径的引领者和开拓者，是国家发展的宝贵战略资源”。这一定义涉及到了科技的知识创造、技术发明、学科创建、途径引领和开拓等五个方面。科技部“我国高层次创新型科技人才队伍建设战略研究”组认为，需要根据科技创新活动的特点，以品德、知识、能力和业绩作为衡量创新型科技人才的主要标准。总体上，我国多数学者认为“创新型科技人才是具有创新意识、创新精神、创新能力，并能够创造性解决问题，取得创新成果的人才，他们往往具有高尚的思想道德修养，广博的专业知识和文化修养，诚实求真、独立思考的科研精神”。创新型科技人才至少包含以下四个要点: （1）
具有专门的知识和技能；（2）从事科学和技术工作；（3）具有较高的创造力和多元的思维结构；（4）对科学技术发展和社会进步做出较大贡献。
