习近平总书记在2013年9月和10月先后提出建设“丝绸之路经济带”和“21世纪海上丝绸之路”的构想。“一带一路”倡议是我国做出的一项重大顶层设计，它描绘了一幅从陆海两翼带动亚欧非大陆各国互利共赢、共同发展的宏伟蓝图，反映了我国以经济合作与发展为核心、集开放与包容为一体、全力服务中华民族伟大复兴的中国经济外交新理念已然形成。“一带一路”倡议遵循“共商、共建、共享”原则，规划重点是亚洲国家，兼顾欧洲、非洲、大洋洲部分国家，重点区域为中亚、东南亚地区，重点合作领域主要有基础设施互联互通、产业投资、能源资源、金融、人文交流等（耿增涛，2016: 7）。“一带一路”沿线国家必须进一步加强互信，共同制定宏观政策，规划发展战略，为加强各领域、多层次、全方位务实合作筑牢政治基础，提供强有力政策支持。有关国家应重点解决基础设施滞后这一瓶颈，统筹推动铁路、公路、机场、港口等交通运输及能源资源运输通道、通信骨干网络等基础设施建设，打通重点通道和关键节点，推进建立统一的协调机制，明确通用规则，共同维护设施安全，实现交通运输便利化。另外，有关国家还要拓宽贸易范畴，提高贸易便利化水平，把拓展传统产业合作和推动新兴产业合作相结合，把投资和贸易相结合，以投资带动贸易发展；加强海关合作，改善口岸通关条件，开展多种合作；加快投资便利化进程，提升区域产业综合竞争力；推进亚投行等筹建，扩大各国双边本币互换、结算的规模；支持各国在中国境内外发行人民币债券，在区域内建立监管协调机制，构建金融风险预警系统；引导社会资金参与“一带一路”项目建设，加强沿线国家间友好往来，深化民间交流与合作；开展教育、文化、科技等多领域的合作，塑造良好的文化生态和舆论环境。“一带一路”倡议已经引发全世界的高度关注和强烈共鸣。有专家指出，“一带一路”倡议的伟大意义可以概括为四个顺应，即顺应了我国对外开放区域结构转型的需要，顺应了中国要素流动转型和国际产业转移的需要，顺应了中国与其他经济合作国家结构转变的需要，顺应了国际经贸合作与经贸机制转型的需要。
