“一国两制”，是“一个国家，两种制度”的简称。邓小平同志是这样阐述的：“具体说，就是在中华人民共和国内，十亿人口的大陆实行社会主义制度，香港、台湾实行资本主义制度。”“一国两制”即在“一个中国”的前提下“中国的国家主体坚持社会主义制度，而香港、澳门和台湾是中国不可分割的组成部分，它们作为特别行政区，保持原有的资本主义制度和生活方式长期不变。”（孙东平，2010：9）“一国两制”的科学内涵，主要体现在以下四点：一个中国。这是两岸关系发展的政治基石和底线，是最重要的原则，即，世界上只有一个中国，大陆和台湾同属于一个中国，中国的主权和领土完整不容分割。“一国”是“两制”的前提和基础，离开这个原则，就是分裂中国，是绝不容许的。“一国两制”的内涵具体包括：（1）两岸通过政治谈判达成共识；（2）两制并存，大陆实行社会主义制度，统一以后的港澳台实行资本主义制度，两者并存发展，谁也不干扰谁，谁也不吃掉谁；（3）统一后的港澳台地区享有高度自治权，台湾地区还享有比港澳地区更加宽松的自治权，包括拥有在台湾的行政管理权、立法权、独立的司法权和终审权；（4）和平谈判。通过接触谈判，以和平方式实现国家统一，是全体中国人的共同心愿。两岸之间的政治谈判，是两岸执政党之间的对等谈判，不是中央政府对地方政府的谈判。通过和平方式，用谈判达成统一，有利于全民族的大团结，有利于台湾社会经济的稳定和发展，有利于中华民族的复兴。
