能源技术是关于能源的开发、利用和节约的综合手段与方法。能源是发展工业、农业、国防和科学技术的重要物质基础。能源技术是当代技术中的一个重要部门，它综合性强，涉及面广，与国民经济密切相关。能源开发技术是指对能源资源调查、勘探设计和开采时所采用的技术手段和方法，其主要内容是关于能源资源的开采。能源利用技术有两层意思，一是指对自然资源，特别是对能源资源的利用程度而言的；二是指对开发出来的能源资源的利用。有些能源资源可以直接利用，有些则要经过加工后转换成 二次能源才能使用。能源节约技术，包括两个方面：一是杜绝能源浪费，二是提高能源的利用率。提高能源的利用率可以从两个方面入手：一是不断提高能量转换、传递、储存和利用过程中的技术水平，以减少损失；二是加强节能的基础性研究，以改变传统性的节能观念（林德金等，1993：818）。能源技术在二十世纪七十年代以来被称为世界三大尖端技术之一（空间技术、能源技术、人工智能）。习近平在中央财经领导小组第六次会议上指出，要推动能源技术革命，带动产业升级。立足我国国情，紧跟国际能源技术革命新趋势，以绿色低碳为方向，分类推动技术创新、产业创新、商业模式创新，并同其他领域高新技术紧密结合，把能源技术及其关联产业培育成带动我国产业升级的新增长点（习近平，2014：131）。
