定义

一国在居民的教育与技术上的投资。人力资本的概念最早是美国发展经济学家提出。人力资本与其他资本的区别在于，其他资本包括固定资本、流动资本、无形资本等的回收是快的，例如固定资本通过折旧形式，无形资本通过摊销，流动资本则是一次性地计入生产成本。人力资本却不然，其投资是明显的，但其收回却是遥遥无期，原因是用于教育和技术的投资，特别是教育投资，其收益转移到其他产品的收益中去，其为国家创造的效益不是直接的，而是间接的。正因为如此，人力资本被一些人所忽视。人力资本的发展是美国经济制度最突出的特点之一。人力资本的增长，特别是教育投资的增长，是过去和未来经济增长的最大动力之一。据某些权威人士的看法，人力资本的收益对美国经济增长所作的贡献比物质的厂房设备要大。根据发展经济学原理，经济增长依赖于投资的增加，投资既依赖于一国的储蓄水平，也依赖于利用国外的储蓄。但投资的投向首先要解决的是一国瓶颈部门，而瓶颈部门中的物质生产领域是显而易见的，但人力，特别是高级技术人力的缺乏却易被忽视，所以投资的产出水平低，但如果注意到人力资本投资的巨大作用，增加该项投资，其效益就会在较长的时期里表现出来。如果忽视了人力资本投资，在较长时期里经济增长就会放慢。人力资本的间接效益性以及产生效益的滞后性是一国忽视该项投资的主要原因。（刘伟等，1994：9-10）

1. In this study, we modified the well-known Jorgenson-Fraumeni life-time income approach by incorporating the augmented Mincer model to fit the Chinese data in order to estimate human capital at provincial level in China. We also developed a living cost adjustment index to make the estimated human capital comparable across provinces. We estimated human capital stock from 1985 to 2009 for six provinces, which represent different development stages. The results show that Guangdong has the highest human capital stock, and Shanghai has the highest per capital human capital; however, those measurements are much lower for the less-developed provinces Guizhou and Gansu.
