定义

农村剩余劳动力又作农村富余劳动力，是一个相对的概念，是相对于特定国家、特定历史条件下和特定的生产力水平而言，即农村劳动力的供给超过需求的多余。具体定义是指边际收益为零甚至为负数的那部分劳动力，这部分劳动力从农业中转移出来，即使不增减投入也不至于影响哪个农业产品的总量（农村剩余劳动力.via：
http://baike.baidu.com/item/%E5%86%9C%E6%9D%91%E5%89%A9%E4%BD%99%E5%8A%B3%E5%8A%A8%E5%8A%9B）。目前国内文献中常见的有关农村剩余劳动力的界定大致有三种。（1）依据土地与劳动的纯物质技术关系而界定的剩余劳动力。即设想一定面积的土地受纯技术状况的制约，最多只能容纳多少劳动力在其上劳作，而剩下来的就是农村剩余劳动力。（2）认为农业中边际生产率为零的那部分劳动力属于农村剩余劳动力。从农业部门转移出一部分剩余的劳动力，并不会减少农业生产总量，并且随着农业技术的不断发展，农业劳动力剩余的规模将不断扩大，会有更多的农村剩余劳动力需要转移。（3）与劳动力资源实现最佳配置后的状态相比而言的农业中的多余劳动力。即只要农业中的劳动力数量还有进一步优化配置的余地，那么这部分劳动力就应作为农业剩余劳动力转移出去（张强等，2011：1—2）。出现农村剩余劳动力的主要原因有：（1）农村剩余劳动力总体素质不高。（2）农村劳动力就业市场发育滞后。（3）城乡分开的户籍制度管理，使农村剩余劳动力流动缺乏社会保障。实现农民小康是实现小康的关键,而要实现农民的小康,就必须加大促进农村剩余劳动力转移的力度,努力增加农民就业,不断提高农民收入。所以，为了促进农村剩余劳动力流动的一些对策有：（1）确立科学合理的城乡一体化发展思路。（2）着力提高农村人口素质。（3）建立完善的劳动力就业市场。（4）大力推行户籍制度改革（赵梦远等，2011：178—180）。
