以毛泽东为代表的中国共产党人在领导革命实践中逐步摸索出来的一条具有中国特色的发展道路和总战略。毛泽东认为,研究问题要依据马克思列宁主义的理论和方法，对敌我友三方的经济、政治、军事、文化、党务各方面的动态进行详细的调查和研究的工作，然后引出应有的和必要的结论改造我们的学习（毛泽东，1991：802)。“农村包围城市，武装夺取政权”革命道路，同样源自于对于马克思列宁主义基本原理的深刻理解，并反复进行深入调查后得出的结论，是理论与实际相结合的产物。半殖民地半封建化的中国政治经济发展极不平衡，造成微弱的资本主义经济和严重的半封建经济同时存在，近代的若干工商业城市和自给自足的自然经济为主体的广大农村同时存在的状况，形成了近代中国的特殊的城市与乡村的关系。这一基本国情是红色政权能够存在和发展的根本原因。以农业经济为主体，中国没有形成统一的资本主义经济，这种经济基础造成了政治上的大小军阀割据的局面。不同帝国主义国家支持的各派军阀相互间进行着持续不断的纷争。许多帝国主义共同统治中国，划分势力范围，实行分裂剥削政策，造成中国的统治集团的不统一和矛盾冲突，为中国革命首先在农村发展并取得胜利提供了可以利用的巨大缝隙和机遇。中国红色政权首先发生和能够长期地存在的地方，是大革命浪潮曾经席卷过的地方，如湖南、广东、湖北、江西等省，这些省产生了大量的工会和农会，并以军队的形式组建了一定数量的红军（钟俊生等，2014：81）。“全国革命形势是向前发展的，则小块红色区域的长期存在，不但没有疑义，而且必然地要作为取得全国政权的许多力中间的一个力量。现在中国革命形势是跟着国内买办豪绅阶级和国际资产阶级的继续的分裂和战争，而继续地向前发 展的，所以，不但小块红色区域的长期存在没有疑义，而且这些红色区域将继续发展，日渐接近于全国政权的取得”(毛泽东，1991：50)。“农村包围城市、武装夺取政权”理论的创立标志着毛泽东思想开始形成。这是以毛泽东为代表的中国共产党人，坚持一切从实际出发，实事求是的原则，冲破教条主义的束缚，创造性地把马克思列宁主义普遍原理同中国革命实践相结合的产物，是马克思主义中国化的重要成果。
