基层民主是指广大人民群众在中国共产党的领导下，在农村、社区、企业、事业单位和其他基层自治组织中，直接行使自己的民主选举、民主决策、民主管理和民主监督等民主权利，通过自我管理、自我教育、自我发展的方式，对其所在的基层组织的政治、经济、文化和社会公共事务实施民主自治的一种基本政治制度（何鎏，2013：4-5）。而农村基层民主的基本概念，是指我国社会主义民主法制建设和政治体制改革的一项重要内容，指农村基层组织实行民主选举、民主决策、民主管理和民主监督及村务和政务公开。由此我们可以看出，我国农村基层民主的重点和核心就是村民自治制度（何鎏，2013：5）。中国农村基层民主是20世纪70年代末80年代初开始的农村经济体制改革推动的结果。作为一种乡村治理模式，其本质上以市场经济为基础，以整合新时期农村利益结构和权威结构为目标，按民主理念设计的具有现代意义的乡村民主制度。当前中国农村基层民主政治建设过程中遭遇的结构性矛盾归根结底在于国家权力与乡村社会权利间的制度失衡，未来农村基层民主建设的关键在于寻求国家与农民间的制度平衡。民主合作制作为中国农村基层民主政治建设的一项制度创新，符合社会主义民主政治的精神实质，有利于形成国家与乡村社会间民主与合作的关系，达到国家与乡村社会的良性互动的局面，共同推动农村基层民主政治建设（殷焕举等，2010 ：108）。要通过制度化来合理界定乡村各权力主体间的权责关系、通过体制改革强化乡镇政府的公共服务职能、增强乡镇人大的民意“整合—表达”功能、构建村民参与上下联动的乡镇政府绩效评估机制以及培育和发展农民合作组织以促进乡村社会内生力量的形成等。农村基层民主建设中也存在一些问题，比如：社会流动性加快导致的经济发展过程中的农民工问题，失地农民的转非、就业安置和社会保障等问题，这些变化将会使农村社区的凝聚力变得越来越弱，这对于村民自治无疑有着不容忽视的消解作用与负面影响。在大规模的城市化进程中，如何实现乡村社会改造走向社区重建，如何实现村民自治到居民自治两者的高效平稳过渡将会成为今后几十年间我们必须面对和解决的问题（于建波，2012：58）。民主是我们永远的向往和不懈的追求，尽管在村民自治的实践中还会遇到种种困难，但我们定能在实践中找到解决困难的办法，通过全面推行村民自治、居民自治，实现基层民主政治建设水平的新提高、新发展。
