定义

为民务实清廉是党的领导干部应该具备的基本素质，党的群众路线的必然要求。群众路线是我们党的传家宝，也是党的生命线。为民务实清廉既是新形势下党的群众路线的重要体现，也是党的群众路线的必然要求。党的十八大报告指出：围绕保持党的先进性和纯洁性，在全党深入开展以为民务实清廉为主要内容的党的群众路线教育实践活动，着力解决人民群众反映强烈的突出问题，提高做好新形势下群众工作的能力。为民务实清廉不仅是党的领导干部应该具备的基本素质，也是领导干部的基本功（孙杰，2013：44）。习近平总书记在党的群众路线教育实践活动工作会议上指出：“开展党的群众路线教育实践活动，就是要把为民务实清廉的价值追求深深植根于全党同志的思想和行动中，夯实党的执政基础，巩固党的执政地位，增强党的创造力凝聚力战斗力，使保持党的先进性和纯洁性、巩固党的执政基础和执政地位具有广泛、深厚、可靠的群众基础。”这一重要指示，为开展党的群众路线教育实践活动提出了根本要求。为民务实清廉是一个统一的整体。为民，是我们党的根本宗旨，也是我们党一切为了群众、一切依靠群众的群众观点的精练表达；务实，是实现为民根本宗旨的根本方法，集中体现为从群众中来、到群众中去的工作方法；清廉，是共产党人的本色，是实现为民、务实的保证。为民务实清廉是共产党人的根本价值取向（周培清，2013年7月16日：第007版）。为民务实清廉，必须转变领导干部的作风。执政党的党风，关系党的形象，关系人心向背，关系党和国家的生死存亡。党的作风可具体表现为思想作风、学风、工作作风、领导作风以及干部生活作风等多个方面。要真正做到密切党同人民群众之间的血肉关系，就必须要很好地解决党的作风中存在的各种问题。必须以立党为公、执政为民为根本目的，为群众办实事，解难事，做好事，必须转变作风，坚持实干富民、实干兴邦，敢于开拓，勇于担当，多干让人民满意的好事实事。坚持艰苦奋斗、勤俭节约，下决心改进文风会风，着力整治庸懒散奢等不良风气，坚决克服形式主义、官僚主义，以优良党风凝聚党心民心、带动政风民风。为民务实清廉是党的群众路线的必然要求（孙杰，2013：46）。只有坚持时时事事和一辈子为民务实清廉，坚持为了党的事业和人民的利益勇于牺牲自己的一切包括生命，才能配得上共产党员这个光荣圣洁的称号，才能称得上是真正的共产党人，才体现了共产党人的真正价值。
