定义

社会主义新农村建设，是指“在社会主义制度下，按照新时代的要求，对农村进行经济、政治、文化和社会等方面的建设，最终实现把农村建设成为经济繁荣、设施完善、环境优美、文明和谐的社会主义新农村的目标”（社会主义新农村建设.via: http://baike.so.com/doc/5375933-5612036.html）。社会主义新农村建设是一个庞大的系统工程，它包括五个方面：生产发展，生活富裕，乡风文明，村容整洁，管理民主。从技术层面来讲，林毅夫将新农村建设与中国整体经济发展周期联系在一起，侧重其投资拉动的方面。温铁军注重从农村在中国现代化进程中的战略地位来讨论农村建设，尤其注重农民合作问题。陈锡文认为：“政策较为务实，主要包括以下四方面的内容：新农村建设要坚持发展农村生产力，要以经济发展为中心，经济不发展，农民收入不提高，新农村建设搞不下去；要加快完善农村经济社会管理体制，乡镇机构设置，智能设置必须与农民要求和承受能力相适应；通过城乡统筹发展解决农民最无奈、最无法解决的问题；建设一个好的农村环境”（陈锡文，2005：19）。郑立新认为：“新农村建设包括农村区域性的基础设施建设和公共服务建设设施项目，该类项目覆盖乡镇和有一定规模的中心村，与城市基础设施共同构成比较完善的国家基础设施和公共设施网络；直接面向村庄的公益类建设项目；三是农户自助参与，农民直接受益的项目”（郑立，2005：16）。从战略层面来讲，贺雪峰认为：“新农村的战略任务，就是要通过建设社会主义新农村，使农民安居乐业，至少可以温饱有余，有生存的下去的环境，从而使城乡之间良性互动：在城市经济发展，就业机会增多，务工经商收益增加的时候，农民可以进城务工经商；反之，则选择回到农村”（贺雪峰，2006： 5）。社会主义新农村建设必然是人与自然，人与人，人与社会在没有根本利益冲突的前提下，相互依赖，相互促进的和谐的农村社会；是实现社会主义和谐社会，全面建设小康社会，全面推进社会主义现代化建设的关键。
