定义

社会主义民主是在公有制基础上，由广大劳动人民按照平等的原则、少数服从多数原则和自愿原则，在无产阶级政党的领导和组织下，共同管理国家政权与管理社会生活的一种政治制度。这是一种新型的、真正的民主，它体现了民主的精髓。在这样的民主制度下，劳动人民享有的广泛权利不仅有公有制作为经济基础，而且有法律加以政治保证，是有名有实的，是人类历史上最高类型的民主。社会主义民主之所以是最高类型的民主，首先在于“它使剥削者的民主转变成了劳动人民的民主”，“最本质的还在于它第一次为政治民主提供了现实的经济基础，是民主从空洞的许诺变成了真正有内容的东西”（万斌等，1981：28），“还在于它在民主的整个历史发展过程中，处于民主最后消亡的阶段”（万斌等，1981：29）。社会主义民主作为国家制度有两方面含义：一是从国体来说，民主和专政是一个不可分割的整体，两者是辩证统一的关。毛泽东同志说过：“对人民内部的民主方面和对反动派的专政方面，互相结合起来，就是人民民主专政”（毛泽东，1991：1475），建国以来的历史经验反复证明，什么时候我们继承发扬党内外民主的传统，比较正确的处理人民与专政的关系，党和国家的事业就兴旺发达；二是从政体来说，我国始终坚持在民主集中制，民主与集中是对立统一的关系。民主是集中的前提和基础，集中是民主的指导和结果，把二者对立起来或割裂开来的做法都是错的。在人民内部，不可以没有民主，也不可以没有集中，必须实行民主与集中的统一。随着社会的进步和发展，社会主义民主也必将得到完善和发展。
