定义

一般民主是瑞典哲学家卡·布兰亭用语，具体指资产阶级社会的现代民主。布兰亭认为，一般民主作为现代民主制度，其基本特征有普选制、全民投票、言论、出版自由、结社自由等。布兰亭在1919年2月瑞士伯尔尼国际会议中用“一般民主”和“一般专政”的区分来论证民主方法和专政方法的对立。在瑞士伯尔尼国际会议上，考茨基发言声称俄国布尔什维克选择了破坏民主的方法，认为无产阶级应该通过选举的基础上和平取得政权。瑞士伯尔尼国际会议最终以《国际社会主义和世界和平》的声明并运用布兰亭的一般民主的观点不指名地批评列宁的无产阶级专政理论。此后，列宁在《共产国际第一次代表大会文献》中驳斥了“一般民主”的观点，“指出抽象地运用‘一般民主’和‘一般专政’的概念，‘是公然嘲弄社会主义的基本学说——阶级斗争学说’，是‘公然背叛社会主义，在实际上投降资产阶级’”（金炳华，2003：750）
