定义

国有资产管理体制是“指国有资产管理方式、方法和管理权限划分的制度，主要内容包括机构设置、管理的组织形式、管理机构的权限划分及其相互间的权、责、利关系等。国有资产管理体制是国有资产管理的基本制度，是国家经济管理体制的有机组成部分”（李儒训，1993：1420）。国有资产管理体制是在中央与地方之间，及地方各级政府之间划分国有资产管理权限，建立国有资产经营管理机构与体系的一项根本制度。国有资产管理体制是国民经济管理过程中产权关系的具体表现形式，也是国家所有制的具体实现形式。国有资产管理的主体是国家，但它是以产权所有为基础的，资产所有者与资产经营者之间的身份是平等的，不具有超经济的强制性（国有资产管理体制.via: http://book.duxiu.com/EncyDetail.jsp?dxid=900008821400&d=5B80AA31B671E39B627C70B2BC6817E3）。国有资产管理体制改革的核心是理顺产权关系，前提是实行政府的社会经济管理职能与国有资产管理职能双重职能分离，并在此基础上实现政企职责分开，实行所有权与经营权分离，关键是落实国有企业独立的法人财产权。国有资产管理体制的建立要遵循以下原则：第一，巩固和完善社会主义公有制原则；第二，经济效益原则；第三，政府两种职能分离原则；第四，政企职责分开原则；第五，所有权与企业法人财产权相分离的原则。国有资产管理体制有两种类型，一种是宏观管理体制，包括国有资产监督管理委员会 、国有资产管理的专门机构；另一种是微观管理体制，包括国有资产营运机构、国有资产经营单位（国有资产管理体制.via: http://book.duxiu.com/EncyDetail.jsp?dxid=900010894683&d=EFBFE6BA00A2D48A195830377BE3480D）。
