当前，中国经济运行中还存在着一些突出的问题和矛盾，特别是经济下行压力较大的风险不容忽视。要保持经济的稳定，需要政府适度扩张的投资政策，而政府投资的方向和方式的选择，就成为需要认真思考的问题。在全面深化改革的新阶段，关键是要有效发挥政府投资对社会投资的带动作用。在经济发展进入新常态的条件下，本轮政府投资扩张更要协调好短期和长期、总量和结构、需求和供给、国内和国外的关系，着力推动经济的提质增效，着力加快新型城镇化和工业化步伐，着力应对人口老龄化趋势，着力促进“一带一路”等倡议的实施。
当前政府投资的方式选择包括两个方面的内容：其一，中央资金的分配方式，中央政府要运用“援助之手”，实现地区间的公平性，同时，资金分配要有利于发挥地方的积极性；其二，政府投资对社会资金的引导方式，要发挥政府资金的杠杆效应，吸引更多社会投资进入公共投资领域。（刘立峰，2015：5）
发挥政府投资的引导带动作用，是新型投融资体制改革的重点。要继续完善政府投资体制，发挥好政府投资的引导和带动作用，就要做到：进一步明确政府投资范围；优化政府投资安排方式；规范政府投资管理；加强政府投资事中事后监管；鼓励政府和社会资本合作。（国务院，2016）
