建设社会主义先进文化的能力是党的十六届四中全会提出的“党的五大执政能力”之一。2004年，十六届四中全会通过的《关于加强党的执政能力建设的决定》，深刻总结了55年来党的执政经验，全面分析了加强党的执政能力建设的重要性和紧迫性，按照推动社会主义物质文明、政治文明、精神文明协调发展的要求，不断提高驾驭社会主义市场经济的能力、发展社会主义民主政治的能力、建设社会主义先进文化的能力、构建社会主义和谐社会的能力、应对国际局势和处理国际事务的能力。我们党之所以要提高建设社会主义先进文化的能力，一是客观形势的需要。文化力量的强弱直接成为国际政治斗争中的一个重要因素，软实力的状况对于能否在斗争中争得主动具有极其重要的意义。这种情况使我们不能不重视软实力的建设和加强。二是党自身建设社会主义先进文化的能力正面临严峻的挑战。随着社会主义市场经济的确立，经济成分和经济利益多样化，社会生活方式多样化，社会组织形式多样化，就业岗位和就业方式多样化，从而必然带来思想的多样化。在这种情况下，我们尤其要加强社会主义先进文化建设，抵制和消除各种落后的、腐朽的思想文化的影响（李怡心，2005：33）。新的历史时期，我们党要提高建设社会主义先进文化的能力，首先，要积极推进理论创新，加强马克思主义理论研究和建设；其次，要深化文化体制改革，解放和发展文化生产力；再次，要牢牢把握舆论导向，正确引导社会舆论；最后，要优先发展教育和科学事业，提高全民族的科学文化素质（via：http://dangshi.people.com.cn/GB/165617/173273/10415459.html）。
