党的十八大报告指出，建设中国特色社会主义，总依据是社会主义初级阶段。建设中国特色社会主义“总依据”的提出，进一步夯实了中国特色社会主义的实践基础，丰富了中国特色社会主义的理论内涵，对坚定不移坚持和发展中国特色社会主义具有深远的指导意义。首先，“总依据”的提出，是对建设社会主义正反两方面经验的深刻总结。党的十八大报告指出：“我国仍处于并将长期处于社会主义初级阶段的基本国情没有变，人民日益增长的物质文化需要同落后的社会生产之间的矛盾这一社会主要矛盾没有变，我国是世界最大发展中国家的国际地位没有变”，在肯定成绩，坚定信心的同时必须看到，我们距离富强民主文明和谐的社会主义现代化的目标仍有不小的差距，实现中华民族伟大复兴依然任重道远。既要积极进取，不失时机地推进改革，也不能脱离实际。其次，“总依据”的提出，是对当代中国坚定不移地走中国特色社会主义道路的庄严昭示。社会主义初级阶段理论，是中国特色社会主义道路的科学依据，是中国特色社会主义理论体系的逻辑起点，也是中国特色社会主义制度的理论基石。当前，中国特色社会主义道路站在了新的历史起点上，首要前提仍然是要立足社会主义初级阶段这一最大国情、最大实际。总体上看，强调把社会主义初级阶段作为“总依据”，表明我们党对当代中国的发展任务和目标有着清晰的把握。处于社会主义初级阶段的当代中国，面对的最为首要和根本的任务依然是发展。尽管我国已取得了巨大的发展成就，但同社会主义的远大奋斗目标相比，同人民群众对美好生活的期盼相比，同发达国家的发展水平相比，还存在相当差距（吕薇洲，2012：1-2）。
