定义

一种关于技术和社会关系的理论，认为技术是唯一决定社会文化、社会结构甚至社会发展的关键因素。技术决定论这一概念最早是由经济学鼻祖托尔斯坦·凡勃伦（Thorstein Veblen）于1929年在其著作《工程师与价格制度》中首次提出来的，它是技术发展理论中最具影响力的一个流派。它建立在两个重要原则基础之上；一是技术是自主的；二是技术变迁导致社会变迁。随着社会的发展，技术决定论也不断演进，根据不同的研究角度，学术界将技术决定论划分为强技术决定论和温和技术决定论、技术悲观主义和技术乐观主义、技术统治论、技术万能论、专家治国论等。其中，强技术决定论是一个极端的技术决定论，认为技术是决定社会发展的唯一因素，否认或低估社会对技术发展的制约因素，其代表是奥格本学派。弱技术决定论认为技术产生于社会，又反作用于社会，即技术与社会之间是相互作用和影响的，所以也被称为社会制约的技术决定论（王建设，2011：59-60）。技术悲观主义是对技术发展及其社会后果持悲观主义态度的一种理论，例如18世纪的法国启蒙思想家卢梭曾经认为科技会使人性堕落。相反，技术乐观主义者则夸大了科技对社会的积极作用，认为科技能挽救一切。丹尼尔·贝尔的“后工业社会论”是技术乐观主义的典型代表，他认为西方社会现今的巨大变化都出自科学技术，技术是制约社会发展的唯一决定因素（张惠，2012：11）。
