产业组织是产业经济学的重要组成部分，在欧美经济学家看来，产业经济学就是产业组织理论。产业经济学的起源可以追溯到19世纪马歇尔的理论，马歇尔在《经济学原理》（1890年）一书中，将产业组织概念引入经济学，马歇尔在该书中提出的规模经济和竞争的矛盾成为后来产业组织理论探索的核心论题。到20世纪，随着垄断形式的发展，在西方经济学中出现了对垄断、寡头垄断等问题的理论分析，其代表作有英国经济学家罗宾逊1933年发表的《不完全竞争经济学》和美国经济学家张伯伦1933年出版的《垄断竞争理论》，它们为产业组织问题的研究进一步奠定了理论基础。在这些基础上，20世纪50年代前后，终于产生了现代产业组织理论。现代西方产业组织主要有三个流派，即哈佛学派、芝加哥学派和新奥地利学派。哈佛学派是西方产业经济学中的主流学派，其代表人物是梅森和贝恩。梅森强调市场结构和其它客观市场条件是识别市场行为的关键因素，首创了“市场结构—市场行为—市场成果”的分析结构（简称“SCP结构”），建立起了市场结构、市场行为、市场成果这三个产业经济学中的基本范畴之间的联系。“SCP结构”成为西方主流产业经济学基本理论结构。贝恩同样强调市场结构是产业组织问题的关键因素，并将进入障碍与市场集中、产品差别同样看作是决定市场结构的关键因素。贝恩1959年所著《产业组织论》一书，是对现代产业组织理论的第一次系统概括。产业结构理论和产业关联理论都是研究产业间关系结构的，但角度不同。产业关联理论就是20世纪30年代美国经济学家里昂惕夫创立的投入产出经济学。产业关联理论与其说是一种理论，不如说是一种方法。它是将一个经济体中各产业问题通过一定的经济技术关系所发生的投入与产出状况加以定量化的工具。这个工具的核心是投入产出表。产业结构理论的特点是使用某种粗线条的产业分类，从经济发展的动态角度，寻求产业结构演变的一般规律。产业结构理论与西方经济学基础理论关系较为淡薄，其归纳的规律性结论多为产业发展实践过程的总结。产业结构理论是在20世纪30年代以来市场经济中国家干预逐步加强后为制定产业政策、经济发展战略的需要而发展起来的。这一领域的研究在日本尤为受到重视（刘伟，1994：249）。
