《中华人民共和国澳门特别行政区基本法》规定由澳门人自主管理澳门，澳门特别行政区的行政机关和立法机关由澳门当地人及澳门特别行政区永久居民组成的原则。依据这一原则，澳门原有的社会、经济制度和生活方式保持不变，法律基本不变，原有的特殊行业依法继续运行，居民生活如常，继续保持东西方文化交汇特色。特区政府高度自治，依法自主处理其各项内部事务，中央政府、中央各部门、中央驻澳机构和各省市，均不干预澳门特区自治范围内的事务。体现了“一国”之内“两制”并存，完全符合国家、民族的根本利益和澳门地区的发展要求。中共十六届六中全会提出：“坚持‘一国两制’、‘港人治港’、‘澳人治澳’高度自治的方针，严格按照特别行政区基本法办事，在爱国爱港、爱国爱澳旗帜下，团结港澳各界人士，维护香港、澳门长期繁荣稳定。”再次重申了“澳人治澳”的政策（奚洁人，2007：211）。党的十八大报告指出：“全面准确贯彻‘一国两制’、‘港人治港’、‘澳人治澳’、高度自治的方针，必须把坚持一国原则和尊重两制差异、维护中央权力和保障特别行政区高度自治权、发挥祖国内地坚强后盾作用和提高港澳自身竞争力有机结合起来，任何时候都不能偏废”（胡锦涛，2012：44），对“澳人治澳”政策进一步作了阐释。
