定义

消费不足，也称“有效需求不足”、“生产过剩”，就是指商品的供给超过了消费者的需求，生产出的商品超过有实际支付能力的需求而出现的消费现象。消费不足论在马克思主义危机理论中具有深厚的传统和深远的影响。马克思在《资本论》中谈论到：“一切现实的危机的最终原因，总是群众的贫困和他们的消费受到限制，而与此相对比的是，资本主义生产竭力发展生产力，好像只有社会的绝对消费能力才是生产力发展的界限”（马克思，恩格斯，2009：548）。马克思认为，“没有需要，就没有生产。而消费则把需要再生产出来”，“消费的需要决定着生产”。凯恩斯认为消费乃是一切经济活动之唯一目的、唯一对象，如果消费倾向一经减低，便成为永久习惯，则不仅消费需求将减少，资本需求亦将减少。扩大消费需求，刺激消费，其实是经济增长的根本动力。相反，消费不足则削弱消费对经济增长的拉动作用（陈乐一，2005：23）。消费不足的产生原因有两种：第一，经济发展缓慢，居民收入水平增长过慢甚至呈下降趋势；第二，商品生产者盲目扩大生产发展，超过了消费者的实际支付能力。消费不足，使投资增长得不到最终消费需求的支持，导致产品过剩，大量的社会产品价值难以实现，从而降低消费对生产和经济增长的拉动作用，严重影响社会再生产的顺畅进行，这往往是引起经济波动的基本原因之一。
