定义

创新驱动指那些从个人的创造力、技能和天分中获取发展动力的企业，以及那些通过对知识产权的开发，可创造潜在财富和就业机会的活动。也就是说经济增长主要依靠科学技术的创新带来的效益来实现集约的增长方式，用技术变革提高生产要素的产出率。创新驱动的本质是指依靠自主创新，充分发挥科技对经济社会的支撑和引领作用，大幅提高科技进步对经济的贡献率，实现经济社会全面协调可持续发展和综合国力不断提升（《天津经济》杂志社，2016：84）。最早使用创新概念的是熊彼特，最早把创新驱动作为一个发展阶段提出来的是迈克尔·波特，他把经济发展划分为4个阶段：第一阶段是要素驱动阶段，第二阶段是投资驱动阶段，第三阶段是创新驱动阶段，第四阶段是财富驱动阶段。他所说的创新驱动就指创新成为推动经济增长的主动力。与其他阶段相区别，不是说创新驱动不需要要素和投资，而是说要素和投资由创新来带动（洪银兴，2013：5）。“党的十八大明确提出：‘科技创新是提高社会生产力和综合国力的战略支撑，必须摆在国家发展全局的核心位置。’强调要坚持走中国特色自主创新道路、实施创新驱动发展战略”（董振华，2014：155）。
