定义

公民（citizen, citizenry）指具有某一国国籍，并根据该国法律规定享有权利和承担义务的自然人。公民意识与臣民意识等相对，指一个国家的民众对社会和国家治理的参与意识。公民政治权利是指公民依法享有参与国家政治生活的权利。它包括以下的内容：公民有选举权及被选举权；参与国家管理的权利；政治参与的基本条件是知情权。中华人民共和国宪法规定：凡具有中华人民共和国国籍的人都是中华人民共和国的公民。国籍是指一个人属于某个国家的公民的资格，是一种法律上的身份。其取得与丧失是以该国法律的规定为依据的。确定国籍原则有三种：出生地主义；血统主义；出生地加血统主义相结合。我国国籍法采取出生地主义和血统主义相结合的原则。中华人民共和国公民在法律面前一律平等。 国家尊重和保障人权。任何公民享有宪法和法律规定的权利，同时必须履行宪法和法律规定的义务（via: http://baike.so.com/doc/3322947-3499836.html）。有人认为有政治权利的人才是公民，没有政治权利的人就不是公民，是不正确的。公民与人民的区别：公民是一个法律概念，凡具有我国籍的人都是我国的公民。人民是一个政治概念，它相对敌人而言，凡拥护社会主义，拥护祖国统一的阶级，阶层和社会集团，都是人民的范围，是以阶级内容划分的（via: http://wenda.so.com/q/1365383206069696）。
