定义

党的执政能力指的是党在领导国家政权过程中，完成自己的执政目标和任务、赢得最广大人民群众的信赖和拥护、适应外部环境挑战的能力。2000年江泽民提出了“不断提高领导水平和执政水平、提高拒腐防变和抵御风险的能力”的两大历史性课题，并且在2001年安徽考察讲话中进一步提出提高党的领导水平和执政能力的问题（王敏，2012：5）。十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》指出：“党的执政能力，就是党提出和运用正确的理论、路线、方针、政策和策略，领导制定和实施宪法和法律，采取科学的领导制度和领导方式，动员和组织人民依法管理国家和社会事务、经济和文化事业，有效治党治国治军，建设社会主义现代化国家的本领。”党的十六大概括了最基本的五个方面，即科学判断形势、驾驭市场经济、应对复杂局面、依法执政及总揽全局的能力。由于在社会发展的不同历史时期和历史阶段上，党面临的任务不同，其执政能力的内容也随之变化。
